Cheryl Lin, PhD

Dr. Cheryl Lin is Co-Director of the Policy and Organizational Management Program and on the faculty of the Markets & Management Program and the Psychology & Neuroscience Department at Duke University. She teaches marketing management, service quality, consumer psychology, health research, and international business. Her research focuses on interdisciplinary approach to consumer insights, social and health behavior, decision science, and economics. She has been the faculty lead of Bass Connections projects, part of Duke’s cross-departmental research initiatives.

Professor Lin has extensive experience in innovative program development and curriculum design for executive training. She served as a reviewer for Fulbright Fellowship at Duke University and was awarded a visiting professorship at the American Advertising Education Foundation.

In addition to her academic endeavor, Dr. Lin served on the board of directors of the Chapel Hill Downtown Partnership for six years, appointed by the City Council to help promote economic prosperity. She is a board member of the Koo Foundation’s Cancer Center Biobank and Ethics Review Board and McKinney’s Diversity and Inclusion Advisory Board. She also serves as the co-convener of the Duke-Taiwan Ministry of Health and Welfare symposium since 2006 and leads international exchanges of senior health officials. In 2010 and 2018, Dr. Lin received the prestigious Health Services Medals from the Taiwan Department of Health and the Ministry of Health and Welfare, respectively. Dr. Lin holds a doctorate in education and business administration from the University of North Carolina at Chapel Hill, a master’s degree in economics from Duke University, and a bachelor’s degree in economics from the University of California at Berkeley.

David Hansell, JD

David Hansell is the Senior Advisor for Child Welfare Policy at Casey Family Programs, a national foundation that works to influence long-lasting improvements to the well-being of children, families, and the communities where they live.

David joined Casey after a long and distinguished career in federal, state and local government.  He served most recently as Commissioner of the New York City Administration for Children’s Services (ACS), with responsibility for child welfare, juvenile justice and child care services.  At the federal level, he served as Acting Assistant Secretary of the HHS Administration for Children and Families (ACF) for two years. At HHS, David led an agency with an approximately $50 billion annual budget, with responsibilities including child welfare, economic support, early childhood education, and special population programs. At the State level, David served as Commissioner of the New York State Office of Temporary and Disability Assistance, which oversees support programs and economic assistance for low-income New Yorkers. He also helped reform New York State’s child support programs to heighten compliance and increase payments to custodial parents and children.

David has also worked in the consulting and non-profit sectors.  He was a Managing Director in KPMG’s Advisory practice from 2012-2017, and served as Global Head of its Human & Social Services Center of Excellence, helping public sector clients around the world navigate the challenges of delivering services to constituents across a broad range of critical safety-net programs. At the height of the HIV/AIDS crisis, David served in a range of positions at Gay Men’s Health Crisis (GMHC), including Director of Legal Services and Deputy Executive Director for Government and Public Affairs. David graduated from Haverford College and Yale Law School.  He has written and spoken widely on social services issues and is the recipient of numerous awards for his work in the non-profit and public sectors.

Fariborz Pakseresht

Fariborz Pakseresht has been Director of the Oregon Department of Human Services (ODHS) for the past 6 years. As the largest state agency in Oregon, ODHS with 10,000 staff and a $10.8 billion budget serves 1.5 million Oregonians.

Director Pakseresht has a long history of service to Oregon. He came to ODHS from the Oregon Youth Authority (OYA) where he was responsible for the state’s juvenile corrections agency. During his time at OYA, he was honored with the Outstanding Administrator Award from the Council of Juvenile Corrections Administrators for his leadership and contributions in the field of juvenile justice. Earlier in his career, he served eight years with DHS in a variety of leadership roles. He also spent 11 years with the Department of Administrative Service.

His community activities include serving on the board of directors for the YMCA of Marion and Polk counties, the board of the Salem Peace Plaza, and on the planning committee of the Annual Salem Peace Lecture. He also is a fellow in the American Leadership Forum and a member of the Oregon Solutions Camp Odyssey Team.

In his 33 years serving Oregon State government in a variety of leadership roles, Fariborz has focused on system improvement, outcome-based management, and people centered leadership. He has been recognized for sponsoring ground-breaking research and data analytics to improve outcomes. His interests include management theories and practices, personal and organizational change, human potential, communications, quantum physics, and mindfulness.

Mr. Pakseresht earned his undergraduate degree in political science from Willamette University in Salem and holds a certificate in public management from Willamette’s Atkinson Graduate School of Management.

Laura Herrera Scott, MD, MPH

Dr. Laura Herrera Scott is Secretary of Health for the Maryland Department of Health (MDH). MDH has four major divisions – Public Health Services, Behavioral Health, Developmental Disabilities, and Health Care Financing. In addition, the department has 20 boards that license and regulate health care professionals, and various commissions that issue grants, research and make recommendations on issues that affect Maryland’s health care delivery system. At the leadership, Dr. Scott oversees a staff of more than 6,500 and a budget of more than $12 billion to provide needed services to Maryland communities.

Dr. Scott is a healthcare leader with expertise across decades in integrating value-based care philosophy with clinical and population health strategies. She is a visionary leader in the health space, spearheading the creation of progressive programs that optimize patient outcomes, improve the quality of care, and advance health equity.

Most recently, Dr. Scott served as Executive Vice President of Population Health at Summit Health, where she was responsible for executing on Summit Health’s value-based care strategy. Before this, she held several leadership positions at Anthem and the Veterans Health Administration, where her work focused on population health, payment reform, and delivery system transformation to improve health status and outcomes in underserved communities. She also brings MDH experience, serving in the Department of Health and Mental Hygiene from 2011-2015 as Deputy Secretary of Public Health Services.

Dr. Scott is a Veteran of the United States Army Reserves, serving from 1998-2008 as a Major in the Medical Corps. She received a master’s degree in public health from Johns Hopkins University and a Doctor of Medicine from SUNY Health Science Center in Brooklyn, New York.

Manisha Juthani, MD

Manisha Juthani, MD, is the Commissioner of the Connecticut Department of Public Health (DPH). She is the first Indian American to serve as a commissioner in the State of Connecticut. She is on a leave for public service from the Yale School of Medicine, where she is a Professor of Medicine and also served as Director of the Infectious Diseases Fellowship Program from 2012 to 2021.

Dr. Juthani came to Connecticut in 2002 as an Infectious Diseases Fellow at Yale School of Medicine. During the COVID-19 pandemic, she was a leader in the COVID response at Yale which led to her appointment as Commissioner of CT DPH in 2021. In the early days of the pandemic, she was a voice to help educate the public in both local and national media outlets, a role she was able to expand in her role as Commissioner.

As we emerge from the pandemic, she continues to combat emerging infectious diseases and is committed to revitalizing public health by refocusing efforts on the opioid crisis, lead abatement, gun violence, mental health, climate and health, maternal health, and drinking water infrastructure improvements. In order to do this work, she is committed to growing the public health workforce and partnering with local health departments who are essential partners in implementing public health policies. She sees all these goals through an equity lens which is essential to ensuring that our focus on health as a human right is maintained.

Dr. Juthani received her BA from the University of Pennsylvania and MD from Cornell University Medical College, completed Internal Medicine residency training at New York-Presbyterian Hospital/Weill Cornell Campus, and served as Chief Resident at Memorial-Sloan Kettering Cancer Center.

Pikuei Tu, PhD, MBA

Dr. Pikuei Tu is director of Duke University’s Policy and Organizational Management Program and a faculty member at the International Studies and Markets & Management Studies. Duke University is world-renown for its excellence in education, research, and health care. Professor Tu’s teaching and research encompass international development policy, public and private sector strategies, health behavior, organizational behavior, and leadership.

Under Dr. Tu’s leadership, the Policy and Organizational Management Program develops and conducts research projects with academic, public and private institutions; it also provides customized executive education and initiative design for ranking international government officials and private enterprises on a range of topics, including public management, leadership, global health, quality and performance evaluation, relationship marketing, crisis management, quantitative methods, and education. The unique approach of comprehensively integrating a variety of disciplines and methodologies in teaching, research, exchange, and practice is a distinctive feature of the Program.

Professor Tu has more than 25 years of experience in designing custom programs and working directly with international dignitaries such as former Presidents of Mexico, Argentina, and Colombia, Constitution Justice of South Africa, and U.S. ambassadors. Her experience also includes consultations with international organizations and research institutes, foundations, non-governmental organizations, public agencies, and corporations. She serves as a board director to the Environmental Quality Protection Foundation. Dr. Tu has also been involved in public service in the local area. She served on the Personnel Appeals Committee and the Pay Plan Review Committee at the Town of Chapel Hill, North Carolina.

Professor Tu received her doctorate in educational leadership with a concentration on organizations and social behavior at the University of North Carolina at Chapel Hill. She holds a master’s degree in international development policy as well as a graduate certificate in Latin American Studies from Duke University, and an MBA with a food and agribusiness focus from Santa Clara University.
